Gigabyte GTX 970 Windforce 3x OC Fan speed issue

Im just wondering since im trying to make my pc a little bit more silent, but my gtx 970 gigabyte card is extremely loud even at idle. The lowest setting i can have for the fan speed is 40%, which is still extremely audible. I cant seem to find any way to lower the fan speed beyond 40%, but if there is a way, how do i do it

Edit a copy of the graphics card's VBIOS using Maxwell II BIOS Tweaker v1.36 changing the Fan Control settings. Reflash using NVFlash v5.427.0.
