Question Gigabyte GTX 980 Ti G1 Gaming throttles in a weird way

Dear all,

I own a GTX 980 Ti G1 Gaming, which throttles in a crazy way.
It always hits its "power" limit, even if it's at 24% TDP.
I have tried disabling boost through Maxwell II Bios Editor, and have tried different official, stock BIOSes. It's always the same problem, and one can see the graph which represents the behavior of the card in the attached screenshots:

I have tried the card in three different systems, and have switched many PSUs around (all of them >750W), to no avail.
I even did fresh installs of Win10.

Does anyone have any idea what this could be, and how I could fix it?
Of course, the behavior is EXACTLY the same in games as it is in FurMark.
Running the most current driver, but I've tried 5+ releases, from different years, even.
