Personally I feel if you'er considering paying 600 for the 980 you might as well pay a little more for the 980 Ti. While the 980 is still a great card it's still overpriced once you consider the performance difference between it and the 970.

You are still unlikely to play at 4K as the GTX 980's just barely scratch the surface and have low FPS in 4K.
So either stay with the GTX980 you have or get a nice GTX 970 for OCing.
My question are you going to buy a 4k Monitor/ TV and when ?

Your planned Rig is nice . Possible you could option for a MSI motherboard instead of Gigabyte.
Drop GTX 980 for the GTX 970
wait for the market to catch up on all this 4K stuff.
Oh! As for myself a 19 inch monitor is small compared to a 24 inch but depends on your play/ work space.
Be Happy about what you are able to get. Most of us can not keep up with the Joneses and do not have unlimited flow of cash.
Enjoy! : )

I would refer that go for asus h170 mother board with lga 1151 socket and if you afford go for i7 6700 or if not go for i5 6600 non k version. And in graphics i would refer to evga geforce gtx 970. And go for a corsair 750 watt psu. Then buy a samsung evo 850 1tb ssd and a benq monitor 24 inch. See this will definitely fit your budget and also will give you a better performance and the cpu is unlocked so you can also overclock it. Thank You!
