Gigabyte GV-N250ZL-1GI strange hissing sound

Hi, I bought a new computer almost one month ago. It has a Gigabyte GV-N250ZL-1GI on it. It's not a noisy card, and my system runs cool and stable. But, I have a problem. This card arrange the fan speed according to the 3d application. For ex, when you're playing the game, its' fan speeds up, also there is a little noise increase. Then, for ex, when on the menu screen, fan speed decrease, also the noise. But, sometimes when i return to the menu screen or exit the game and return to windows, 7or 8 seconds later there comes a strange hissing sound from the cooler, its like a 'tissss' sound. This sound continues 3 or 4 seconds, then ends. I open the case, control the fan, but it works perfectly without a problem. I also think this noise can come from the dust. But, I looked the cooler, but there is no dust on it.

I want to ask this noise is common for other GV-N250L-1GI or Zalman cooler owners. I'm waiting for your answers.

Sounds like the card's fan was cycling down. You sure the fan and it's cooler is free of any obstruction or something similar?
