Is it necessary to format my hard disk and remove all old mobo drivers before installing a new mobo.

Its your computer, do whatever you want. You can always format the HDD after installing the motherboard. I see no harm if you want to try using your old window, but I would not recommend to stay using the old window as it might hinder full optimization of your new motherboard.
