Question gigabyte h110m-s2ph no post

gigabyte h110m-s2ph motherboard power on for about 2 sec then off and after about 2-3 sec power backon but no display . rest the bios , change the power supply , cpu is cold to touch . after visually inspect the board notice PCIe to PCI ic is burning hot so i did remove the chip . but no hope .

yes. it was working before .
psu colors 500w
cpu intel Pentium G4400 03.3 65w
ram 4GB 2133mhz ddr4
