Gigabyte H61M-S1 motherboard cooler rev setting problem

Hello Everyone!

For first, I'm sorry but I speak a little bit of english.
So I have a problem with my Gigabyte H61M-S1 motherboard. I was connected two coolers to the motherboard, one for the CPU, one for the PSU. This is my computer in my workshop in old Olivetti 386SX case.
The motherboard can't set the rev for the coolers. I have selected the "silent" and "normal" and the "manual" mode too, but the rev is not changing. The PSU's cooler is only 60x60x20mm, and its working on 5000rpm. It is too noisy.
The BIOS version is R2. I have downloaded a new version of BIOS (F9), that says it is fix BIOS issues. But when I try to flash the new BIOS file in the BIOS Q-Flash, it says "The current Flash Utility is outdated".
I cannot make a bootable flash drive, and not have ODD.
How can I flash the new BIOS file?
 
I tried Rufus to make a bootable Flash-Drive, but in MS-DOS mode cannot boot, the FreeDOS mode is asking me to show the path of COMMAND.COM, but this file is on the drive when Rufus created it.
I have the EFIFLASH.EXE and H61MS.R9 BIOS file.
 


 
So, @BIOS is flashed the new BIOS file (F9), but the coolers still working on max. rev, any setting I choose 🙁
I will install thermo controller manually to the PSU.
