Gigabyte mobo boot loop

I just built a new PC, and when i try and turn it on it’s stuck in a boot loop kinda thing and does not post, and nothing is outputted to the screen. All of the fans and lights turn on for about 20 seconds, shut down, and then turn on again for 2 seconds, shut down, and doing that in a loop until i hold the power button. There’s no OS installed, as I have not been able to boot it up yet. I have a 9600k with a gigabyte b360 ds3h. The processor is not specifically compatible with it, but 9th gen and 8th gen processors are cross compatible correct? I
contacted Gigabyte to see if it really is incompatible, but what else could be causing it to do this? i have already switched the ram around, and there’s no GPU plugged in atm either.

so i guess that means it’s something else.
