gigabyte mouse problem?

why i use gigabyte xm300 mouse.... my cpu cant turn off?

No idea about your system but most new ones have an "Always on" feature for some or all USB ports meant to be able to charge phones even when system is off. Many or may not have a switch for that in the BIOS.
