Gigabyte R7 260X HDMI not filling whole monitor

Hi, I have a Gigabyte R7 260X GPU and I am currently connecting it to my monitor via HDMI and on Windows 8 Pro. It is not filling the whole monitor up. I tried going to the Resolution in the Control Panel and changing it to 1920x1080 and no luck. Please help! Thanks

The reason why is the desktop scaling is not set correctly. Open up AMD catalyst control panel and in the search, type scaling. You should enable GPU scaling and then there should be some ooption where you have a slidable bar that is horizontal and you can set it to do an overscan or an underscan. Moving it to the right one will fix your issue.

I do not remember the exact names since I switched from AMD to Nvidia awhile ago so sorry if I confused you.

I also have this problem and i'm using a dell 24'' monitor with the same GPU as op. I tried following your steps but when i reached the scaling options, i can't move the slidable bar.
 
I'm sorry for the super late post but I managed to fill my screen by adjusting the resolution back to 1920x1080 and then re scaling it in the amd catalyst. Before, I couldn't move the scaling bar because the resolution was not 1920x1080.
