The differences are in boost clock, IO, and power limit (which can affect how much you OC, or even how much it boosts if you max out power limit in an overclocking utility). Target means how much power it draws max at stock. Limit is how much you can adjust it.
Gaming OC: 215W Target, 240W Limit, 1815Mhz Boost Clock, Comes with USB Type C
Windforce OC: 215W Target, 240W Limit, 1785Mhz Boost Clock, Comes with USB Type C
Windforce OC 3x: 215W Target, 250W Limit, 1785Mhz Boost Clock, No USB Type C
Gaming OC 3x: 215W Target, 240W Limit, 1815 Mhz Boost Clock, No USB Type C

If you plan on OC'ing or just maxing out power target without an OC, definitely get the windforce OC 3X. If you just refuse to touch any...
