[SOLVED] Gigabyte RTX2070 Super has slowed? Why?

I used Afterburner to auto-OC my 2070 Super and it used to hit 2010-2020MHZ when gaming, temps in the 50C range.

Then I clean-installed my OS because I installed an NVME boot drive....and now the best it will do is 1995MHz. Even when I adjust the curve manually, it auto-adjusts to 1995MHz. Same or lower temps....so.....

Why is it slower?
Why did it happen when I did a fresh install?
Is it possible that OCing damaged my card and now that's all it will do?
Have I 'burned it in' and now it doesnt need to hit higher speeds to get the same effect? (my FPS seems unaffected)
Any ideas on what may cause this?

Solution
That's hardly any impact on the performance and fps. Maybe it's just because it's pushing to 100% usage and dips down to maintain stability.

I'm wondering if ambient temps have anything to do with it, but the card idles at 34-36C and the hottest it has ever gotten is ~60-63C. I am thinking about attempting to manually force it to 2010MHz, but I'm a little hesitant since I dont know exactly what the issue is.
