Question Gigabyte RX 470 Gaming G1, no video unless PCIE changed to x4

The rx 470 that i have only works when you switch the pcie lane to x4 on the bios. I tried everything, updating vbios, different rigs, reseating it. On the 1st rig and 3rd rig it gives me the VGA light lit up in motherboard. Anyone had this problem or has any idea why it happens? Btw it happens in 2 of the rx470. Ps they were bought 2nd hand.

1st rig:
I5-1200f, EVGA supernova 750, msi pro b660m-a ddr4

2nd rig:
Acer nitro n50-620

3rd rig:
I5-11400f, 550 psu, gigabyte z490 gaming x

Does running it at x4 hurt performance?

the performance is so minimal that its irrelevvant. most ppl dont know that so ppl wont buy it off me
