[SOLVED] Gigabyte RX 5600 XT just shows black screen

I have a six-year old mini ATX system that I am updating.

I added:
  • Motherboard - Gigabyte X570-I Aorus Pro Wi-Fi
  • CPU - AMD Ryzen 5 3600X
  • Memory - DDR4 Corsair Vengence RGB Pro 32 GB
  • Graphics card - Gigabyte RX 5600 XT WINDFORCE OC 6G (rev. 2.0)
I'm still using the old power supply: Seasonic G Series 550 SSR-550RM 550W 80+ Gold ATX12V - this one: https://smile.amazon.com/gp/product/B00918MEZG/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 (I know I should replace, but I originally told my wife I wouldn't need new memory, so I'm trying to hold off for now)

The chip, motherboard and memory work fine with my old graphics card, but when I add the new one, I just get a black screen.

Symptoms:
  • On turning on, CPU fan spins, various LEDs light. Graphics card fans do not move. Screen is black.
  • If I don't plug in the 8-pin PCIe power cable, the card has an LED that tells me power cable is diconnected. When I do plug it in, LED goes out, indicating power is normal. Abnormal power is indicated by flashing, which I have not seen.
  • If I pull the HDMI cable out, screen notices there is no input connected.
  • When I power down, the Graphics card fans twitch.
I've also updated the BIOS (had a wifi issue).

At this point, I'm assuming it's the power, or a bad card, and leaning toward the card, given it says it is happy with the power. The right-angle metal (sorry, don't know the name) plate was a little bent when it arrived, which reinforces the idea that it's broken.
