Question Gigabyte RX 6650 XT: low clocks, low usage & poor performance

Hallo guys, I've bought a Gigabyte 6650XT eagle 8gb hoping to be a powerhouse at 1080p delivering a steady 144fps but it turned out that this wasn't gonna be the case.

On games like They are billions, Phasmophobia and nfs heat my average framerate is a lot lower that that. Additionally the card is not being fully utilized(they are billions 10-30%, Phasmophobia 50-70%, nfs heat 60-80%). Plus the card's core clock fluctuate all the time below to what is capable of(They are billions 300-1400mhz, Phasmophobia 1000-1500mhz, nfs heat 2000mhz-2600mhz), except on sons of the forest where it is pretty much stable at arround ~2730mhz, which is also the only game that the card gets fully utilized (even though the gpu memory stays at 15%load). Aside from that, I get an average fps of 75, still lower compared to reviews on which the card has been benchmarked to bring an average framerate of 90fps on sons of the forest at 1080p. In all my games my cpu usage never goes above 65%,usually its around 50%, and its clocks are steady.

All games were tested on 1080p, highest settings and without framelimiters, except nfs heat which I'd to(at 160fps) otherwise my cpu would explode with those 1000fps loading screens.

My system

Gigabyte Aorus Master z390

Intel core i9 9900k (stock)

Gigabyte RX 6650 XT Eagle 8gb

Corsair Vengeance 2x8gb 3200mhz cl16(in dual channel)

Samsung 970 Evo M.2 2280 NVMe 1TB

Be Quiet 850W Platinum (5 years old)

Windows 10 Pro 64bit

Benq xl2411z (144hz) with a dvi cable + dvi to dp adapter

1080p resolution

23.5.2 adrenaline version


On passmark and 3dmark time spy I get such scores for my gpu & cpu.
passmark - GPU 17543 - CPU - 18328
3dmark time spy GPU - 9760 CPU - 10499
Other components also have normal benchmarks, which I won't post because I find them irrelevant.

So far I've formated my system, installed windows on gpt, updated bios, cpu chipset, monitor chipset, wndows, graphics drivers, I've disabled ulps, changed cables(hmdi), changed gpu ports, turned on performance on power settings. Nothing works. I also have checked cpu temps, gpu temps and gpu memory temps while on load. All are sub 73°c. On not that demanding games, like They are billions, the temps are significantly lower.

I've bought an even faster ram at 4000mhz 18cl, which I was planning to buy regardless, to test if things get better which I doubt. If this also doesn't help then I'm forced to become superstitious and believe that a gpu reseat will fix all the problems this world has.

Any thoughts as to why this happens?

PS - Small update. With 4000mhz windows don't boot and reseating the gpu, as it was expected, didn't do absolutely nothing.

Since you've mentioned that the GPU clock speeds fluctuate and the utilization is not optimal in some games, it could be worth checking if there are any specific game settings or drivers that need to be adjusted. It's also possible that certain games might not be optimized well for your specific graphics card model.

Regarding the RAM upgrade, it's good to experiment with different configurations, but keep in mind that RAM speed alone might not drastically improve your gaming performance.

The CPU is doing all the work at 1080p... with the opposite at 4K where the GPU does all the work.

You might need to look into upgrading that 4 year old CPU.

I mean, sure. But we are talking about the 9900k which had the best single core performance at its time and was the fastest cpu that you could buy. I can't believe that a stock 9900k would bottleneck a 6650XT, which is equivalent to a 2080 if not a bit slower, for more than 10%. My card barely hits a stable 90% load on cpu intensive games. It usually fluctuate around 50-80%. The clocks as well.
