Question GigaByte RX570 8gb, no display but gpu is still working

my GigaByte RX570 8gb after 10 minutes of booting will start display black screen and the gpu's fan will go on full speed from normal speed even though the temperature is around 30-40 Celsius.
I even changed my psu thinking inefficient voltage might be the problem but the gpu still have the same problem.
can anyone one please tell what the issue might be or if any other component are dying?

If you can't see anything, how are you monitoring temps?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Do you get display output when in Safe Mode? If so, use DDU to remove all GPU drivers(Intel, Nvidia and AMD) then manually install the latest GPU driver in an elevated command, i.e, Right click installer>Run as Administrator(if you're working with Windows OS).
