Question Gigabyte RX5700XT GAMING OC 8GB - power limit problem

I have really weird problem with my RX 5700 XT GAMING OC 8G REV 2.0

8+6pin version with SAMSUNG memory chips.

I bought this card on used market I try it in my test rig and found out weird thing. My GTX1070 outperform the [redacted vulgarity] out of it and and I found out why.

My core clock is limited at 1225mhz, power consumption at 75W and 0.75V. I tried every thing but nothing works. So I realize maybe there is mining bios flashed so I should try flash original bios in it.



First weird thing is that I cannot find on techpower up GAMING OC version with samsung chips. There is only one with samsung chips and that is RX5700XT non-gaming non-oc version. So none of those bioses arent same as mine.

This is my bios : 017.001.000.068.000000 BIOS

My psu is Corsair CV650W bronze 80+ which has no issue to deliver almost 150W to RX580

I tried card in other rig same, problem,

But at this point I dont know what to do.

edit : at furmark I can hit 100W but clock is still at 1200mhz

Anybody knows whats the deal with this issue ?

The first issue would be that you bought a used GPU, can you verify how the GPU was stressed prior to your purchase? The other thing is that the PSU you own isn't exactly a reliably built unit. How old is the unit you're using? Did you use DDU to remove all GPU drivers(Intel, AMD and Nvidia) and then manually reinstalling the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator?

PSU is fairly new.. like 3 months old and I just unninstaled everything via ddu and reinstalled newest drivew (as admin) and now I have Superposition running at 8k optimized and card still draws just 87W and voltage is stuck at 0.75V 🙁

Edit : I also used different PSU, but nothings changed
