Gigabyte Windforce 280X way too hot!

so i bought 2 Gigabyte R9 280X Windforce cards used, they seemed to be in good condition, when i got them they actually had a few problems, so i did my usual with all used cards, pulled the fans off, cleaned and lubed them, cleaned the fin stack, new thermal paste and pads and flashed a newer bios on them, ive gradually done all this and they both while seperate and in crossfire, at 100% fan speed reach 80C and continue climbing until i wont allow them to go any further while gaming, any ideas?

what bios did you flash to them? from what source?

Tech power up, it was doing the same the before and after all the work i'd done, it only dropped 2c after i done all that

i went and got the newest bios off of gigabytes website, ended up being the same bios, didnt make a difference, i used ATIWinFlash, airflow is great with 2 unrestricted 140mm fans blowing directly through the 2 gpus and 2 140mm exhaust fans ontop of the case, side panel open or closed makes no difference, i honestly cant figure out the damn issue here, i have no OC program install, they are running 100% stock
