Gigabyte windforce fan not spinning properly

Hi people, my centre fan on my gigabyte windforce r9 280x isn't spinning properly. It starts up, but goes a lot slower than the other 2 fans. When I spin it manually, it feels like it's stuck, or not oiled properly. I was just wondering how I could oil it and if that's the problem.

Thanks, but I was more or less wondering if anyone knew how to open the fan up so I can potentially oil it or something. I bought it second hand so I don't want to go that route.

Just squirt a tiny amount of WD40 into it
