Question Gigabyte Z370 doesn't boot when overclocking RAM.

Whenever I try to enable XMP or overclock my CPU or RAM in BIOS I get this message:
It doesn't matter how little I overclock, it doesn't let me boot.
I've tried enabling XMP and changing speeds and timings with only 1, 2 and 4 sticks installed.
When I overclock my CPU with Intel XTU it works normally, however my RAM only runs at 2133MHz so how do I change that?

Hardware:
CPU: Intel Core i7-9700K
GPU: GIGABYTE RTX 2060 Windforce OC Edition
SSD: Samsung 970 Evo Plus NVMe PCIe M.2 250GB
HDD: Seagate Barracuda 2TB
RAM: Corsair VENGEANCE LPX 16GB (2x8GB) DDR4 3200MHz (CMK16GX4M2B3200C16) + Corsair VENGEANCE LPX 16GB (2x8GB) DDR4 3000MHz (CMK16GX4M2B3000C15)
Motherboard: Gigabyte Z370 HD3P
PSU: Corsair TX650M Gold

RAM:
Corsair VENGEANCE LPX 16GB (2x8GB) DDR4 3200MHz (CMK16GX4M2B3200C16)
+
Corsair VENGEANCE LPX 16GB (2x8GB) DDR4 3000MHz (CMK16GX4M2B3000C15)

Remove one of the ram kits and then try with the overclocks.

BIOS version for your motherboard at this moment of time?

I've found runs on userbenchmark that have the same motherboard, CPU and RAM (the 3200MHz pair) and is running them at 3200Mhz but on an older BIOS version, I tried downgrading to it but it, as well as the 4 latest versions but it still didn't work for all of them. I put the RAM pair in a different PC where it ran at 2666 with XMP (I think that is the max speed for the 10400F and msi mag b460m mortar combo on it) and also the ram from that PC which is rated for 2666 ran at that speed on my PC, however when I chose XMP profile 1, even though it changed zero memory settings and left them the same as XMP disabled, it still gave me that message.

you can try overclock cpu ring bus (i/o controller) to handle high ram speed xmp stable. don't use xmp setting, overclock your ram manualy, set the ram multiplier up step by step and refer the ram timing jedec in cpu z

Whatever I change it doesn't let me boot, even with 1 stick installed. Setting the speed from auto to 21.33 - the speed it is automatically running at or setting the timings from auto to manual without changing them doesn't let me boot. I can change the enhancement setting to enhanced performance but I don't know what it changes.

maybe bios have the option to lock overclock? you must unlock first

please reset all settings to default
I can only load optimized defaults, still doesnt help, nor does disabling tpm. I couldnt find intel bios guard and energy saver. I looked everywhere and disabled other stuff that I thought might be preventing it and it still doesnt boot with just manual timings but does boot with auto timings.

before adjusting ram timing or multiplier, there are pre-overclock settings like rank interleave, some weird multiplier (I don't remember) from ×1 to ×4, ram mode: normal, enhanced perf, relax oc . I'm not using the gigabyte board now so I'll only can suggest you set the ram mode to normal, you can try step by step with the other settings. disable xmp before adjust ram timing and multiplier. good luck. Or you can consider reselling it, your board.
