Question Gigabyte Z390 Aorus Pro 2.0 usb resource deprived

Two days ago, I built my new system comprising of Gigabyte Aorus Pro(not wifi) with 9900k cpu.

I have keyboard and mouse plugged in front usb 2.0, two 2.0 usb on back io not using 3.0+ at the moment and I get;

"not enough usb controller resource"

It boggles my mind that this motherboard can not handle 4x 2.0 usb peripherals plugged in?!

Manual says there are 8x 2.0 usb ports available, 4 at the back and 4 through 2x internal header and my K/M is connected to one of them. Is it the MBs fault? Intel driver? is 9th gen buggy? or am I doing something wrong??
 
Incase it might be relevant, 3200Mhz 32GB Ram, HX850i corsair PSU

Before I upgraded to this system, I used Asus B85M-G with i7 4770 with exact same format plus 2x 2.0 usb and 2x 3.0 with no issue.

Because of the error, last night, I plugged one of the 2.0 usb to 3.0 usb and I don't get the error. Something is wrong, I just cant pin point atm!
 
Here is an update, and it might be the solution, I am going to have to use it for extended amount of time to be sure.

At the time of my computer build, I did not insert my windows 10 key. I think this was causing these artificial "resource" problem. I entered the key only after when a YouTube video linked on a discord kept failed to play due to some unknown rendering issue and the windows were consistently prompting me to reboot. Also my windows denied any setting change because I did not have a key activation.

Without a reboot, I simply inserted my keys, Youtube worked flawlessly and now I can not see the lacking resource error message. I am not suprised but passive aggressive much?
