[SOLVED] Gigabyte Z390 Designaire Motherboard constant reboot (troubleshooting)

Hi,
I've built multiple identical PCs using the Gigabyte Z390 Designaire motherboard. My new build today reboots in an endless cycle every 30 secs or so and never gets to the BIOS. The LED on the motherboard is lit by DRAM. I tried two new sets of Ballistix DDR4-3200 RAM, which I have also used in my other PC builds. I think I've done everything just like my other builds, could use some suggestions as I'm dead in the water at the moment.

Board: Gigabyte Z390 Designaire
CPU: Intel i9-9900k
Cooler: Noctua NH-D15
RAM: 2x16GB, Ballistix DDR4-3200
Storage: Samsung NVMe m.2
Video: eVGA GeForce RTX 2060
Power: Corsair RMx RM650x

Nothing out of the ordinary. The motherboard does power up, as do the fans. I find it highly unlikely that I have two batches of bad RAM. Not sure what to change/troubleshoot next.
