[SOLVED] Gigabyte z390 POST LED's, what does this order mean?

Video of the POST LED's:
What does this LED ordering mean. Each one coming on, that means its checking that part right? But then it flicks back to the CPU light and powers off.
Does this mean that the last LED that was on "BOOT" is the problem, or is it the LED it flicks to that's the problem "CPU"?

I've reseated the CPU, reseated the 24 pin the 8 pin and the 4 pin, I've also removed the 4 pin, I've reseated the ram, I've tried other ram slots. I've took the battery out and reset the cmos. I've disconnected all other peripherals whilst getting this bare bones to boot.
Not sure what else I can do?
Could it also be a motherboard problem and not just one of the parts?

Specs (all new):

Gigabyte z390 UD mobo
4GB Crucial RAM DDR4 2400 MHz (single stick)
Intel Celeron G4930 3.2GHz Coffee Lake 2MB

(Also with some of my attempts the LED's went: CPU, DRAM, then flicked back to CPU and went off. I just can't tell if the flick back is just the LED's natural power down sequence or its actually the problem.)

Side question, should a mobo be able to post without the CPU fan connected? Just wondering as it'd save time if I didn't keep having to reseat and connect the 4 fan legs.

its a lot of fun figuring out those lights, I can't see it in your manual and searching online all leads to different debug codes. I assume MB doesn't have an LED display at bottom that shows codes there. That is what I think these are for - https://forum.gigabyte.us/thread/715/faq-led-error-codes

lights do show the step of boot they are up to, but I cannot confirm the part about the CPU flicker. Or if it is the problem.

I would suggest asking on the Gigabyte forums above otherwise.
