Question Gigabyte Z590 does not boot with U2PCIE Intel P4610

Colleagues, tell me, I ran into a problem with booting the computer when connecting the intel P4610 drive via the U2 to PCIE adapter, the system does not boot even to the BIOS, the black screen is not displayed on the monitor.
Motherboard - Gigabyte z590 gaming x
Processor - i9 10850K
Memory - Kingston HX432C16FB3 / 16 two strips
Power supply unit - corsair rm850

All the 24 + 8 + 4 power ports are connected on the motherboard, disconnected all peripherals in the system unit, left only the processor, memory and intel disk in the adapter.
When the computer is turned on, all the fans are spinning, for about 20 seconds, then they stop for a couple of seconds and start spinning again, it does not reach the image on the monitor.

To check the PCIE port, I tried to turn on an external card, the system boots without problems.

I flashed the motherboard with the latest firmware from the manufacturer's website, tried another U2toPCIE adapter, it did not bring any result, I was already lost what else you can try.

Need help from the community.
