Question Gigabyte Z790 Aorus Elite Ax switching between DRAM CPU and VGA

Unfortunately my old PC broke when my house was struck by lightning so I am building a new one.
The parts I bought are-

CPU: 14700K intel 14th Gen
GPU: Nvidia 4070
RAM: Corsair Vengence DDR5
PSU: EVGA 650 supernova
MB; Z790 Aorus Elite Ax

I have done some digging and I believe I have been able to identify an issue with the motherboard.

Basically when everything is connected and I turn the PC on the light will switch between CPU and DRAM and then eventually shut off. When I removed the CPU the CPU light turns on and the PC does not shut off but there is no display and nothing can be connected through USB.


I have read through other discussions but nothing seems to work for me. Am I missing something or should I buy a new motherboard?

test with 1 stick of ram?

Yes I tried 1 stick in every slot as well as different pairings with 2 and also no ram. No Dice
