Gigabyte Z87X-D3H Fan always 4500rpm

Hi, my cpu fan is always running at 4500 RPM even when idle. Is there a way to slower it. I tried to set the fan speed to silent in the bios but no luck. Btw the fan is a corsair H60 liquid cooling. Please help, the noise is getting too loud.
