Question Gigabyte Z90 Master won't POST

New build with i9-10850K, Corsair vengeance LPX DDR4-3200 32 GB, TUF 240 AIO cooler. parts from old computer: 850W power supply (which worked fine before it was removed) and Gigabyte 1080Ti.
Power on, red CPU LED, main BIOS LED, re-start to Secondary BIOS LED, re-start to primary BIOS LED, repeat several times.
I looked at the "WON'T POST" thread and went through the steps without any change.

Should I try to flash an updated BIOS as there doesn't appear to be one on the board? Or am I at RMA time?

Update: All fans and RGB LEDS work fine.

I called the vendor (Memory Express) and took the mobo/CPU combo in to them. They checked them, declared the mobo NFG, and replaced it. They checked the combo in the store, flashed the BIOS, and sent me on my way in less than 45 minutes - including standing in line time.
