Gigabyte z97 will not boot in to windows

Hi there
I am building a system for a friend and the problem that I am having is that the system will post and boot from CD. The system installs windows fine. when the install has finished and the Desktop appears suddenly it displays "System Is Shutting Down". then when the machine reboots it goes in to this Endless cycle of Splash screen, boot from CD back to Splash Screen. If I remove the disk it starts a cycle of Splash Screen after Splash Screen.
Tried:
Loading Defaults
Flashing to Newest Bios
Disabling and Enabling legacy support,Secure Boot and a Few others thing I read on this Forum
Different Hard Drives and ROMS
32 & 64 bit OS's
Removed Mobo, PSU from Case
Removed GFX Card and used on Board GFX


System Specs
Gigabyte GA-Z97X-SLI REV 1.1
Intel 4690K
Corsair CMZ8GX3M2A1600C9R DDR-3 1600
EVGA 500B Watt PSU
EVGA GTX960SC
Intel SSD 520 180GB
Windows 7 Pro 64

Will it boot safe mode?
Also try disconnecting the pwr_sw and the reset_sw and manually starting up. This reminds me of a bad switch.
I tried removing the pwr_sw and the Reset_sw and manually started the pc which didn't fix the issue.I also added the speaker so I could hear the Post. The pc doesn't get far enough pasted the post to give any options for safe mode. Splash screen, Beep and then underscore in the top left corner of the screen for about a second and Reboot. Over and Over. I can boot to the Windows disc and run System Diagnostics and check everything in there and it says NO Problems Found. I really think this is a Bios issue or a setting I just haven't been able to resolve it Yet. Thank You all for the Help You give
