Give me a quick lesson on "streaming"

Before I even start...I don't do it, and am not going to do it. I understand it takes quite a rig to "live stream", which my understanding is playing a game while simultaneously uploading to w/e site so others can watch you play. IDK why, but hey.

So, with that said...I need to know is there such a thing as just "recording" the game to be uploaded later?

If so, can a Ryzen 3 / GTX960 do any aspect of said activities?

I already suspect that I know enough to say no on the live streaming just due to things I have seen and read here, but have no idea what minimum specs are needed to make it happen.

The reason I ask is that a friend is looking at a computer I have for sale with the above specs to purchase for his son. For my own knowledge I'd like to get an idea of what it would need to do so at any level. I mean, I am aware that it will play many titles at low/mid settings at 1080, better at 720, and that the proc and GPU are actually a pretty good match for each other as is.
