If there are "things that get dumped into the temp folders on startup that cannot be
deleted manually", you don't have a very clean startup group. I can delete the
entire contents of my Temp folder upon startup, and in fact the machines I maintain
at work all have a .bat file that deletes the temp folder from a shortcut in the
StartUp folder, during startup.
If you have not already reinstalled, try doing your problem installation after doing
a clean boot:
