Question Glitches/flashes on search engine and home

Sorry I’ve owned a pc for about a month now so I’m new with this.
So I was playing halo infinite for a maybe a day for at most 9 hours I logged off and suddenly these small glitches/flashes I don’t know what to call them have shown up.

I have tried updating my display device I have also tried changing the refresh rate. I have uninstalled and reinstalled my display device and I have even tried resetting my pc of course restarting many times between each attempt
CPU: AMD Ryzen 3 3300x 4 core processor
GPU: NVIDIA GeForce GTX 1660
Disk driver: Kingston Sa400s37480g
Power supply: Corsair cx 650m
Mobo: gigabyte Ga-A320M-S2H

Looks like steam bugging out. Are all applications doing this?

did you build the pc yourself or is it a prebuilt?
