It seems to get worse until a fresh restart (sleep doesn't help, if not making it worse). I'm guessing it's the symptom of an underlying hardware issue.
I've already tried:
CPU: i3 12100F
GPU: MSI GTX 970
SSD: WD Black SN850x 1TB
RAM: Kingston Fury Beast 8 GB 320MHZ DDR4 __ x 2
Monitor: Monster Aryond A32 (165hz DP, 144hz HDMI, doesn't play well with my bios)
Windows 10 x64 Build 19045

- Display Driver Uninstaller and a fresh driver install
- Connecting with either HDMI or DP cables
