I decided to purchase a CPU and what are my option are
intel chipset H55 MotherBoard + intel i5 650 (3.2ghz)+ 4GB DDR3 RAM With Cpu Fan( Al new) = 9500RS
Zebronics g31 board +Used Xeon Intel® Xeon® Processor X5450 (3Gz) + 8 gB ram( All new expect xeon) = 7700RS

those are difference btween spec and price, which one is better, am including benchmarks also

The benchmarks pretty much tell you everything.
You have a choice between slower processor with less ram or faster processir with more ram. Its kind of a no brainer.

But to answer your question the Xeon with 8gb.

Why asked because i need to confirm, i know better bench marking is the way to find the best processor, but i have doubt of is cpu perfomace various with age or not

if i pick Intel - Pentium G4560 3.5GHz Dual-Core, motherboard +8gb cost = 15K

I apologize to you for the others here. They don't seem to able to pay attention well. Instead of helping you out by answering your question and taking note of the prices they just immediately go for telling you what is better than what you were looking at and have no regard for the fact that it costs twice as much.
But as I stated earlier the Xeon is the better choice. And as for time causing a cpu to get worse it depends on how well taken care of it was. Usually the performance difference between new and used is marginal and not an issue.

However, if you would like to know of some possible alternatives you can provide me with your budget. All I'll be able to do with a budget is look for new options as I live in America and wouldn't know where to look for you to help you find used. Though usually eBay is a good universal place to look. If there is something similar to Craigslist if not actually Craigslist where you live then look around for that as well.

A̶r̶e̶n̶'̶t̶ ̶t̶h̶e̶ ̶f̶i̶r̶s̶t̶ ̶g̶e̶n̶ ̶i̶5̶'̶s̶ ̶d̶u̶a̶l̶ ̶c̶o̶r̶e̶ ̶c̶p̶u̶'̶s̶?̶ Anyway yeah go with the Xeon, but I'd recommend Sandy Bridge over Nehalem because even that was a massive jump from 1st gen.

Thanks for your polite reply and i appreciates your effort, for now two choices is this. When comparing or selecting processor i look only for the benchamark. Is there any other thing i should look when selecting best processor?

Xeon processor is made for 771 socket and the Xeon processor i wish to buy is modified for socket 775. Is that could be a problem if i use server processor with desktop board, i mean could the motherboard can handle the heat, the power required to run xeon and etc ..
