Going to build a budget pc....

Hi guys!!!!
I am going to assemble a desktop(cpu only) in next coming weeks which will be used mainly for home use like web browsing,programming,watching movies e.t.c. and some casual gaming also and I have selected following components...
Cpu:intel core i3 4170@3.7ghz
Motherboard: asrock h91m-plus
Ram:2x4gb Kingston hyperx ddr3@1866mhz
Hdd:1 tb seagte barracuda
Psu:450 watt corrsair vs450 power supply
Cabinet:cooler master elite 311
Gpu:nvidia gtx 750ti which I will purchase in next few months...
I want to know that if this system would be sufficient as per my needs...
Or
Should I wait for Intel skylake and ddr4 ram and add some more bucks to purchase that which would be more future proof and gives more performance...
Please answer as i am stucked between these two choices..

Until reviews for Skylake actually come out it's just a guess as to how much faster those chips will be. Your listed uses aren't generally too strenuous, aside from the last. When you say "casual" gaming, what do you expect the performance to be like, what games do you expect to play and what is the resolution of your monitor? At a guess though it looks like those specs are up to your needs.

However, if you want to wait there's another piece you may look out for: the Geforce 950 and 950 Ti may be out within the time frame you're looking at. That can be used with either CPU of course; pending it's own reviews it's likely to offer something of a boost over the older 750.
