I am looking to step into the world of 4K gaming. My budget is no more than $3,000. I know I want Intel and I know I want Nvidia. With that knowledge what can you guys show/tell me about what I should get? Also is it better to get a 1080 ti or two 1080 cards? I have heard that a single 1080ti will be better, as most programs will not utilize sli configs.

I am also wondering if I should wait until the new i7 8700 comes out in hopes that it will drop the price on the 7700.

This is what I have come up with so far. Is this good enough or do I need to make some changes?

If you want a good 4K build, then get the parts you have in the list, but remove the 1080Ti and use one of your older GPU`s so long until the next GPU series comes out. Maybe then they will release a good GPU for 4K.

In my honest opinion todays GPU`s are ok and "fine" for 4K... but not great.

And maybe do as okcnaline sayd. Consider a full custom water loop over an AIO.
Myself I really cant understand the AIO hype... Stay aircooled or go custom. 😀
The i7 7700k is literally a pointless buy for 4K.

You will only be aiming for 50 - 60fps. Even a i5 7600k can achieve that easily.

A Ryzen 7 1700 will give you the same/ as much as you need performance in games, but much better performance elsewhere. A Ryzen 5 1600x is another better option.

If you really want to stay with Intel (which is pointless), the i5 7600k will achieve your goals for a lesser price.

Otherwise, the build seems alright.
Bit too many fans IMO. Temperature benefits rapidly decrease after ~3 fans. At that point you are just adding noise.

And yes. It is normally always better to go with a single stronger card rather than two weaker ones in sli. (For gaming atleast).

I just prefer intel, I have had a few AMD systems in the past and I always had issues. Never have any problems with Intel.

AMD graphics cards are by far the worst, the last one I had would never update the driver no matter what I did. Uninstalling, repairing the driver, using programs to complete wipe my pc of any history of that card ever existing and then reinstalling it fresh. No matter what, it would not update to the most recent driver, and the driver that it did have was terrible, constant black screen issues and random pc restarts. Ever since I put a gtx 1060 in that exact same system, I changed nothing else, it has been running without issue for almost a year now.

The reason for that many fans, is 4 for the case and 2 for the cooler. I want them all to be the same blue fan, it is a blue and white theme build.

Thank you for your advice on the other questions. I will most likely just run the single 1080 ti.
