You'd be fine at 600W, Though that's also a tough price point even for 600W. The least expensive 600W I'd put in my PC without being threatened by a crazy man with a knife is the Corsair CX 600 (PC Part Picker has that at $47.98 right now). The least expensive 600W I'd be happy to have in my PC would be the SeaSonic S12II 620 Bronze at $59.99.
(Manufacturers tend to inflate the PSU requirements to give some headroom due to the torrent of crap PSUs out there)
If you're determined to get a 750W, using the example above, the least expensive I'd be willing to use without threats of imminent violence would be the Corsair CX750M at $54.99 and the least expensive I'd be happy about is the XFX Pro750W at $62.98.
Agreed, 45$ is a little less for a quality PSU, there was a 750w B2 PSU at NCIX for just 44$ but unfortunately it is out of stock as of today. Might wait for 5-7 days more for it to come in stock. Very good deal.

The short answer would be "hmmmmmmmmmmm no...." not unless you got the mother of all rebates/deals.
I currently use a Antec TP-750C with dual gtx 970's and a 4770k. Under gaming use my UPS rarely reports a sustained usage above 500W or so with peaks around 600W. Under stress testing I have seen sustained usage at about 700W and peaks around 780W. I've been using this PSU for about a year now and it doe not show any signs of failing. For a single card, you would more then likely not need anything over 550~600W for regular use.
If you ever plan to add a second card I would definitely look into a 650W+ supply. Also, thoroughly research the UL information and read into the reviews for any cumbersome level feedback.
^ couldn't agree more - tell your mate if he can afford a 390 he can afford a $60 PSU - skimping on anything less is erring on the side of stupidity ;-)
In the website it says it is available till 31st jan 2016 though.
Mail in rebate yes,but to get to ~$45 was there a promo code too,that expired,the psu is still ~$60 with the rebate and would still be a good choice for that money.
