Good and Safe temps of GTX 1070

GPU under load temps closed side panel 70-74c. I`m using H110i GTX Front panel all exhaust
top panel 140mm exhaust
rear panel 120mm Exhaust

Is the temps okay? And Should I change my 2x140mm fan in the rad to intake?

That's still a reasonable temp for a card doing a bit of work, but I guess you should say what that load is.
I'd also be tempted to put an intake in the front... imagine it...be the flow.

Those temps are fine. If the H110i is at the front I would have it as intake.

The store said it`s okay to not put intake because dust build up, my place is dusty even all of them are exhaust still dust in my sidepanel, Currently using 400c as case

I would have the front intake aswell, get some air flowing over the gpu, dustfilter are cheap enough and can be removed and cleaned easily enough. will get rid of some of the dust in your place aswell

It isnt ideal no, the idea is to have flow though the case, i.e in at the front out at the back.

It's not ideal. Generally you want the front fans as intake and the top and rear fans as exhaust as hot air rises.
