Currently running a 1050 2gb card and looking to grab something that'll be a noticeable upgrade on a budget. What should I look for? 1650s or 1660/s/ti? I prefer the feature of nvidia cards such as shadowplay and nvenc for streaming.

I don't play very demanding games and only running at 1080p (144hz) so the 1050 is holding up on low settings but I want to bump up to medium/high and be able to stream still. I know the 3000 series is launching so not sure what a good deal is on current cards since they're expected to drop.

Build is Ryzen 5 1600, gtx 1050 2gb, 16gb ddr4 2666, 550w psu.

A GTX 1660 Super will get you close to where you want to be with the resolution and refresh rate you're using. What's the brand and model of your power supply? How old is it?
