Good build but low fps! :( 8/23/17

Someone please help! I recently have built a decent budget build and I am looking to upgrade part by part. Currently my issue is fps.. I feel like I have a good processor and I don't think my processor causing me to get low fps.. I have been told it might be my monitors (two 32" TV's @ 60.00hz main monitor is 1080p and side monitor is 720p) I have also been told that what is causing me to get low frames is my graphics card. I am unsure if I need to get a newer or better GPU or just two actual computer monitors at 144hz... Please help!!

What games are you playing?
Did you ever watch the temps of your videocard or cpu? Maybe your cpu is throtteling.
If you play newer games like BF1/GTA V, the 650 ti will certainly not be enough and you probably need to upgrade to a RX 580 or GTX 1060
 
The build is a bit weak for 1080p at high. Buying 144 Hz monitors won't do anything for you as your PC is nowhere near powerful enough to hit the high framerates needed to make that a good purchase.

It would be more helpful if you told us *how many* FPS you're getting at *what resolution* and *which games* at *which settings*. Just you telling us you have an "fps problem" doesn't help us diagnose or solve your problem.

For instance PUBG I get about 35 - 45 fps on 1920x1080p resolution on all LOW settings...
And that is usually the case with my other newer games as well. If I want to play a first person shooter at 1080p I usually have to adjust the video settings to all LOW and even then I average about 35 fps..
What parts would you recommend I replace in order to get those higher frame rates and better video settings?
 


You'd certainly need a GPU upgrade, the PUBG FPS doesn't look unreasonable at all on a 650ti.
