Question good build, low usage, low fps

i get unbelievably underwhelming performance on every game i play and im not sure why. its seems like im getting bottlenecked somewhere but everything is below 70% usage on pretty much any game ever.

specs:
4070ti
i7 11700k
16gb ddr4 3600mhz
z590a
750w gold psu

my settings on valorant are all high on 1080p, but adjusting settings doesn't change performance AT ALL; on any game! ive read up on a lot of posts like this but some of the things happening to other people either dont apply, or their solutions didnt work for me. kinda getting tired of it because i want to upgrade to a higher hz monitor (currently on 280), but theres no point if im getting 200 fps on every game i play. i built my pc around february 2023 and ive had the issue since i bought my pc; although it didn't bother me bc i was on 165 hz. after getting my 280 hz is when i could tell the difference.

thx in advance and im sorry if im missing something obvious, im not super knowledgeable when it comes to pc components.
 
There are three tools/utilities that you can use to help monitor system performance:

Task Manager, Resource Monitor, and Process Explorer (Microsoft, free).

Use all three tools but only one tool at a time.

First observe system performance while not gaming.

Leave the tool window open and viewable. Open a game and play as usual. Watch for what, if anything, changes.

Try different games but again only one "change" at a time and allow some for the system to become stable.

Hopefully you will spot something that may be not as expected or otherwise going amiss.
