Good computer, low FPS

My computer specification:

CPU: Intel i5 4460 (not overclocked)
GPU: AMD Radeon R9 380 4GB memory DDR5 (not overclocked)
RAM: Goodram 4gb DDR3 x2
PSU: Evga supernova G2 550W
Mainboard: Asrock H81M-HDS 2.0 (has x16 PCI slot)
SSD: Goodram C40 250GB - system disk (checked it with software from good ram - 94% life)
HDD: WD 500GB
Windows 7 Sp1 64 bit system
59hz refresh rate
1920x1080 gaming resolution (I think it's also my monitors native resolution)
Average CPU temp is around 40C
Average GPU temp is around 60C and doesn't go above 80 with 100% load
Superposition benchmark score on high test(1920x1080 resolution) is 3800 (i get around the same FPS min, average, max wnich is 30FPS )
AMD driver version 17.4.4

Games like Crysis, Crysis Warhead or Metro Last Light are running bad on my computer (around 80 both on high setting but they dip below 60 a lot) I've reinstalled my system 2 times and it's the same each time. Tried a different HDMI, the same thing. Reconnecting the cables in the computer also didn't help. I know I should be getting better results since Crysis ran more than 200FPS on Ultra on my OLD computer.

http://imgur.com/a/5qaCs - that's what my Task Manager looked like while playinh Crysis Warhead, that spike in the memory usage at the begining is from me not closing the browser which made it use 100% of my ram but it didn't seem to alter game performance (it ran on 40FPS both with the browser running and not)
 
I have 137 out of 240GB on my SSD taken and HHD has 0 out of 500 taken. As to the culprit I'm suspecting my SSD as the disk graph is pretty irregular and it either spikes to 100% use or goes down to zero without much middle groud
 
I would be more inclined to blame the disk if we saw a sustained 100% usage.

When you are playing Crysis, are you connected to something online? The network graph looks pretty intensive. Could it be a network connection speed issue?
