Good Computer Low Performance

My computer cant even handle games on the lowest graphic settings, ive updated all of my drivers. My specs are
CPU - Intel Core i7 processor 4790, RAM - 12GB DDR3 Memory, HDD - 2TB Hard Drive,VIDEO - NVIDIA GeForce GTX745 4GB

Really need your help

My CPU is currently 32c and the overall system is 34c and its been happening pretty much since i got it

Hm, what do your temps go to when playing a game? It could be thermal throttling.

The GPU goes up to 90c when i'm in game

Yeah, I'm pretty sure your thermal throttling. Go into your NVIDIA settings and change the fan speed to manual and crank it up until your temps stay around 75 - 80. Your really close to your GPU getting damaged with those temps. The max temperature for that card is 95C

Most Dell computers - I'm guessing it's a Dell - Do not have much for video cards - fine for MS office, web, etc. Is it a full size case? You may want to consider a psu/gpu upgrade.
