Good CPU and GPU but my games aren't 90fps

i've got this awesome PC with a good cpu and gpu, yet i cant play battlefield 1 on 90fps. i get a steady 75 and sometimes it dips to under 60 frames i have no idea why. i've seen streamers with literally the same card and cpu as me and they get much smoother frames than me. is it beacuse im running windows 7 professional? should i upgrade to windows 10 . here is my complete build https://pcpartpicker.com/list/WxBV8K
keep in mind the cpu and gpu are both very good yet my frames always dip in certain games and im not sure why. please help. could it be my motherboard perhaps? my computer in general can be a little buggy, and slow when i alt tab and try to run a bunch of things at once but i feel like with my cpu it should be able to handle it all. what could be the problem? also, im always using about 3 gigs of ram in task manager even when nothing is open

... 60 to 75 FPS. Unless you play at different res/settings, this is exactly what you should get.

ive got a benq gaming monitor . not sure exact one, 144ghz. and yes vsync usually enabled in game

They could be using lower settings.

high level FPS players usually play on the lowest possible settings since frames are more important than visuals. Streamers often do as well because the less detail in the graphics the easier it is to get a clean picture with lower stream bandwidth. I think a 970 on Low should get 90FPS but not on high or ultra.. You also didn't mention your resolution so I assume 1080p?
