I don't know about better both are pretty great. RAM clearance with the 212 EVO isn't as big of a deal as with say the Noctua NH-D15.
Depends entirely on the case. A number of cases have a 160mm or less height max, and if you have to raise the Evo more than 2mm you'll go past that. The Cryorig has zero RAM height limitations and is already shorter to begin with. That plus better cooling performance in most every test rates a "better" tag from me. It's not the best out there, but for the size, performance and RAM clearance its hard to recommend anything else in that price range. That is of course if the part is available in the users area. The one big downside to the Cryorig line is they're fairly new and not in all markets. The Evo however can be found pretty much everywhere.
The NH-D15 is an entirely different class of cooler, also with the biggest hassle for ram height. Complete apples to oranges comparison.

What case are you using for your build? Also what's your budget for the part?
As Azaran said, the Cryorig H7 is a great choice for a cooler. I use it on an FX 8320, it keeps it really cool (they run super hot). It's design stays out of the way of any RAM, and is compatible with most of the popular sockets on the market.
I would go with the given Cryorig H7- although the Cooler Master 212 Evo is perfectly fine too. I personally have found the Cryorig's M9i is *sometimes* capable of outperforming my older CM 212 EVO even when overclocking (i5 6600k). It's up to your personal preference, budget, and case dimensions.
