No. That CPu will limit you severly. To the point where some games will refuse to start even.
You need an i3. Also, wait until teh end of teh month and grab an AMD RX 470. It should be around $150 and feature ALOT better performance than the GTX 950. Even the RX 460 coming out at the same time for even less will be considerably better performing tahn the 950, so if the price increase from the better CPU is too much, go with the RX 460.

EDIT: I've ammended the build with a better PSU. The one you had vas very poor quality and could end up ruining your entire system. It's always a bad idea to skimp out on the PSU.
