Good Fan For AMD CPU Recommendation

Yes I recently just finished building my new computer and my stock fan gets really loud during games.
CPU: AMD A10 7870k
Motherboard: Asus A88XM-A
Memory: EVGA 8gb Superclocked 2400MHZ Ram
Storage: Western Digital 1TB 7,200RPM
PSU: Diablotek 400Watt Power Supply
Case: Diamond Mid ATX Tower
Thats my crap build(I know its bad)
Im using the stock fan and want to upgrade. The most silent and could cool for $23 or less. Thats what i think i should do. Or should i replace my PSU with some under or for $38?

Your best option is to add a decent aftermarket cooler, just replacing the fan is going to make little differance because you still need the same amount of CFM to keep the processor cool.
Can't recomend anything because you didn't list your case.
