Hope I'm not too late to join in on this topic, but in response, the LGA 1150 socket is not super outdated, in fact, I would recommend it more than LGA 1151 because DDR3 is marginally cheaper than DDR4 without much performance difference. I recommend getting an H97 or even H81 motherboard with an i5 4460 and RX 470 (or GTX 1050 Ti for that matter) for the sort of games you will be playing.

Also, PowerColor is known to have some coil whine with their GPUs so I would definitely check the reviews for the specific card you have in mind OR you could buy a used GPU off of Ebay or Reddit: HardwareSwap (if you want any suggestions just ask!) Hope this helps!
 
Well, it IS outdated, its about 2 1/2 years old and there's an even newer platform about to drop.
Parts are generally more expensive due to availability, you might save $10 but you're losing that in performance for sure.
Also the 4460 is akin to the 6400, so if you were to use that you'd actually end up a fair bit cheaper than Haswell.

Powercolor is fine with their GPUs, not the best vendor but they're of very good quality unlike say visiontek.
Product reviews are a joke, people only go to review products if they're bad, or if they're extremely good. 😛
It isn't the best card compared to say the strix, but it'll cool very well and give great performance.
