There is a pc I am looking at and the specs are as follows:
Intel I5 6600k Overclocked
Gtx 1080 Ti
16gb corsair ram
1tb hard drive
corsair h100 watercooled
128gb kingston ssd

Being new to the PC world, would this setup be proficient enough to stream on Twitch and game? And video editing would be another task I would like to be able to do. Thanks for any help.

first things that come to mind.

-i would consider a newer gen i7 (8th or 9th) for streaming and video editing.
-kingston doesnt have the best track record for quality SSDs in my opinion.
-128gb will fill up fast unless you are careful about putting things on your 1tb drive.
-no mention of psu which is just as important as the other parts.

is there somewhere I can go for a parts list that will give me what I need? There are too many options for a beginner such as myself but I really want to get into streaming and you have to start somewhere. My budget for the tower is $1800. I just don't know what my best option is.

http://www.logicalincrements.com/ is a decent starting point for a balanced system based on price.
you can use https://pcpartpicker.com/ to pick parts and customize a build.
https://www.userbenchmark.com/ will help you compare parts.

I'll make something up for you and post it in a few minutes.
