Yes, the 3570K is a great OCer, I run mine 24/7 at 4.7 and often take it up to 5GHz on my ASRock Z77 Extreme 4

I would guess close, maybe near same...I won't touch MSI mobos, poor QC, support

Having overclocked on a Pro4 before mostly any Z77 board can max out ivy on air
