I'm getting a new PC in march and am wondering if this PC will be able to run BF4 at Ultra settings 40FPS (And games like Battlefield: Hardline, Titanfall, Assassins Creed: Unity)

CPU: AMD FX 8320E

Motherboard: Biostar TA970 (This motherboard is cheap and read some comments and said had no problem)

RAM: Corsair Vengeance 8GB DDR3-1600MHz

Storage: Hitachi Ultrastar 1TB (Has the least amount of drive failures out of popular hard drives)

Graphics Card: Gigabyte GeForce Windforce GTX 960

PSU: Fractal Design Integra R2 650W

OS:Windows 8.1 64-Bit

Then go with the R9 290. That's the best price/performance GPU in my oppinion. It has a 512-bit bus and a very high memory bandwith, and will be good with high resolutions :)

No Sir. The GTX 960 won't be able to. Because it has a 128-bit memory bus and only 2 GB while 280x has 384 and 3 GB. Go for the R9 280X it's much faster.

Yep, you got it. GTX 970 is a great card. But keep in mind, it has an hardware problem that can use only 3.5 GB of VRAM out of 4 GB. But that won't be an issue for you if you don't play in resolution higher than 1080p.

Have the 970, it doesn't disappoint. If the 290x is the same price as the 970, or cheaper, then go with it. Otherwise I would just suggest the 970. It is still amazing despite the 3.5GB memory cap. And to answer your question, yes you would be able to run BF4 ultra at 40+ FPS. Titanfall, yes. Probably not ACU? Not sure about Hardline though.
